"Kirkwall, what a cheery place," Bill muttered to himself as he walked the open streets of Hightown. "At least the Templars aren't parading around today." The market and courtyard were filled with the constant harsh hum of voices arguing over pointless politics and petty prices. As he hobbled through the city, staff in hand, he noticed a commotion featuring several elves and Guardsmen.
"Wanna take a look?"
Giving himself a nod, Bill strutted over to the crowd to get a sense of what was going on. There were about five or so members of the Guard present and three elves.
"... told you we don't know anything about what's going on in Darktown," one of the elves said.

He figured if he was going to be stuck in this cesspool of a city, he might as well find a way to... entertain himself.
